Thick Provisioning on all disks

All,

We are faced with an issue right now where we need to thick provision every disk, so that we are providing the customer with all of the storage that they are being billed for. At this time, the system disks are thick, but the persistent and disposable disks are thin. I cannot find a way to make the pools provision 100% of the disks as thick. Can someone please advise how I can make this possible?
