VMWare View Persona Management 6.2.0 not sycning

We currently have an issue with persona management not syncing for several users and is very intermittent. We have tested on several different linked-clone pools with several master images and can replicate this issue.

We are running the latest version of Symantec Endpoint Protection along with EMET.

We have had the GPO settings configured exactly the same for the last few years and have never experienced any issues.

We have checked and client side caching and de-duplication is disabled.
